The Russian dictator Vladimir Putin has approved the procedure for the residence of Ukrainians from the temporarily occupied areas of Ukraine’s Luhansk, Donetsk, Zaporizhzhia, and Kherson regions in “Russia.” This procedure includes the “deportation from Russia” of Ukrainian citizens who refuse to acquire Russian citizenship before July 1, 2024. According to the dictator’s decree, foreigners will be considered those citizens who “have declared their desire to retain their existing citizenship or to remain stateless,” as well as those who have not taken an oath of allegiance to the Russian Federation.

Putin has also decided that residents of the occupied Ukrainian territories who are considered “foreigners” and “pose a threat to national security” will be “deported from Russia.”

In particular, it concerns people who “advocate for violent changes to the constitutional order”, plan “terrorist acts”, support “extremism”, or participate in “unauthorized actions”.

According to the decree, the occupiers will consider citizens who lived in the occupied Ukrainian territories on the day of their “inclusion” into Russia, as well as citizens (who previously lived and left for the Russian Federation) who opted to retain their former citizenship and did not take the oath of a Russian citizen, as “foreigners”.
