Chief of the Main Intelligence Directorate of the Ministry of Defense, Kirill Budanov, declared that Russia had actively started preparing for war against Ukraine since 2007. He informed Dmitry Komarov about this in an interview.

He noted that in 2014 Moscow ‘took advantage of a convenient moment’.”
“I will say this: if it weren’t for the events of 2014, it wouldn’t have changed anything. The war between us was inevitable,” Budanov said.
In 2008, Russia attacked Georgia, occupying parts of its territories. The country has not yet restored its territorial integrity. Six years later, in the spring of 2014, Russia occupied Crimea and parts of the Donetsk and Luhansk regions, initiating armed aggression against Ukraine.
Previously, the head of the Main Intelligence Directorate (GUR) stated that the Kremlin’s plans had already failed at the moment when the Russian authorities fully believed in their own propaganda. He also mentioned that the head of Chechnya, Ramzan Kadyrov, has health issues and a drug addiction.
Russia is not prepared for a war lasting for decades, and the sooner it gives Ukraine peace, the more chances it will have to preserve its own integrity, according to Budanov.
